Who Really makes Finanical Decisions for local Government?

I have attended some of these budget hearings and left with no sense of accomplishment, except to say we were able to "Speak to the Wall" behind the Bobbing Talking Heads that love to follow Richards Rules of Order.  Limit the public's discussion time is one way to limit our freedom of speech at a public meeting. Sure we have to be decent and orderly at such meetings, but there is NO Decision made "BY THE PUBLIC" at these meetings.  Yes we voice our objections and voice our amazement at such proposals of spending public money and the voting of pay raises for officials and appointees.

To what end?  Why does anyone, anywhere attend a hearing, only to be a spectator?  Where is/are the Checks and Balances?  Who is the Watchdog or Public Oversight Representative that watches the works and proposals and alerts the Public, Before it becomes too late and the contract is let and the money is all but spent and public outcry ignored?

Our Process' and Procedures are broken and need replacing.  When the public voices it concerns and they fall on deft ears, there is a problem if the process continues to let the damage continue to the point the public has no choice but to put up or be in revolt.

I choose REVOLT, to the degree we give NOTHING to the taxing authorities and do all we can to disallow, prohibit, and hinder any attempt to float a bond to pay for their over / out of control spending.  Paying a red cent to these want-a-be robin-hoods is like showing up  up each to get robbed by the system supposedly designed to protect our rights and the crooks wages are paid from our needs not any excess.  We are left lying in the street beat and bleeding from Government abuse of the Legal type.  Allowed by Administrative Code and Laws designed more for Criminal Rights the the public's right to redress grievances.

Our current candidates for mayor claim they don't make the financial decisions for the city / county, that is Councils function.  if that is true, then what do we need a mayor for?  If we have such poor performance from city/county councils as DLGF claims, why do we have them?  And without binding resolutions, We The People have NO TEETH in voicing our Objections to any board.  Waiting every two or four years no longer works.

We need and should insist on Randomly Selected Citizen Assembly Initiatives that can exercise checks and balance at the local level and enforce the edict of We The People, rather ten edicts from Federal and State Representatives that seem more interested in special interest groups then the Common Good of the Electorate to be able to Afford or Willingness to Afford what we will agree to.

This is not yet Communist China, Russia, or some other form of Socialist government that we should be FORCED to participate in spite of our objections, when we have legitimate grievances that are going unattended.  If indeed we are so represented to only be FORCED to obey by edict, then it becomes the duty of the Populace to REFUSE such Force with equal and equally steadfast resolute Force to correct a treasonous government activity against the Authority of the People of this state, from which that government receives its authority to act at any level.
