Police selling siezed vehicles on e-bay

Looking for a used car on E-Bay, I came across a vehicle listed by the Police Dept. Is this the newest way not to let the general public in on an open auction ??

Aren't we all suppose to be able to bid on these vehicles ? Where does this paper trail end ? Jeff Ellison
